About Jessie

Jessie Oettinger is an Associate Director of the Workforce and Human Services Division, overseeing the division’s portfolio of technical assistance (TA) projects. She is also an active TA practitioner with a decade plus of experience of providing training, support, and coaching to education, workforce, nonprofit, and economic development entities.

At SPR Jessie’s TA and evaluation portfolio has been varied and she has led numerous projects over the last decade supporting the development of career pathways, stackable credentials, apprenticeship and pre-apprenticeship programs, and other innovative workforce investments. She is also an expert in WIOA implementation, serving as the WIOA One Stop Operator for the City and County of San Francisco, heading up two recent WIOA-performance contracts for the USDOL, and being actively involved in WIOA implementation studies at SPR. Prior to joining SPR, Jessie served on two national technical assistance teams for USDOL grants, worked with numerous workforce-education-economic development-industry collaborations to build strong regional sector partnerships, and wrote extensively on the broker function of governments and other intermediaries in the development of high-tech industry sectors.

Jessie has an MPP from the Goldman School at UC Berkeley and a BA from the University of Oregon. In her spare time, she enjoys cooking and baking projects, hosting dinner parties, Barre workouts, and hanging out with her family. Jessie lives in Portland Oregon with her husband, two small children, and two naughty cats.
