San Francisco Community Hubs Initiative Final Report

When schools in San Francisco were closed to in-person instruction due to the COVID-19 pandemic, San Francisco’s Department of Children, Youth and Their Families (DCYF) and the San Francisco Recreation and Parks Department (RPD) worked with other city departments to launch the Community Hubs Initiative (CHI) with the goal of stemming learning loss and supporting the social and emotional development of the city’s most vulnerable youth during the pandemic. SPR partnered with the DCYF to document and assess the effort, which included the launch of some 86 student support service Hubs. This report describes CHI implementation and identifies lessons and recommendations for next steps.
