In its strategic plan, First 5 Monterey County reimagined its role in the early childhood development community and embraced an integrated approach to service delivery and care coordination. The agency engaged SPR to evaluate the results.
Project Highlights
First 5 Monterey County
programs employed four core strategies—policy advocacy and strategic communications, funding for integrated service collaboratives, capacity building for organizations and practitioners, and training in infant and early childhood mental health.
SPR analyzed these
strategies and assessed the overall integrated services approach.
Our team documented
how programs experienced integrated services and what changes resulted from the new approach, and identified areas for improvement.

We used administrative data, surveys, interviews, and focus groups to establish a full picture of their potential for generating desired change.
