About Leela

Leela Hebbar is a Senior Associate in the Workforce and Human Services Division specializing in program evaluation, mixed-methods research, and data management. Her areas of focus include workforce development, unemployment, and higher education. Prior to joining SPR she was a Research Associate at WestEd and Project Director at the John J. Heldrich Center for Workforce Development, where she worked on program evaluations and technical assistance projects. She was also a Consultant at MGT of America, where she assisted colleges and universities with their long term planning decisions. She received her Ph.D. in Urban Planning and Policy Development from Rutgers’s University and a M.Phil. in Development Studies from Cambridge University.
