About Leela

Leela Hebbar is a Senior Associate in the Workforce and Human Services Division specializing in program evaluation, mixed-methods research, and data management. Her areas of focus include workforce development, unemployment, and higher education. Prior to joining SPR she was a Research Associate at WestEd and Project Director at the John J. Heldrich Center for Workforce Development, where she worked on program evaluations and technical assistance projects. She was also a Consultant at MGT of America, where she assisted colleges and universities with their long term planning decisions. She received her Ph.D. in Urban Planning and Policy Development from Rutgersā€™s University and a M.Phil. in Development Studies from Cambridge University.
