Targeted technical assistance is designed to help local areas most in need, as determined by the State, to better understand the relationships between local program design, local performance tracking mechanisms, and the performance outcomes reported to the State and to assist them in identifying and correcting issues that are negatively affecting reported performance outcomes. Typically targeted technical assistance includes the following:
- Conduct a preparatory conference call with representatives of the State, and the leadership of designated local area, to analyze the scope of local performance issues.
- Analyze performance data provided by the State and/or local area to identify performance issues.
- Visit local areas and meet with designated local staff and leadership to provide targeted technical assistance in analyzing and problem solving local performance issues and in assisting in the preparation of a corrective action plan as needed. These site visits are highly customized to the needs of each local area. They are likely to include discussions with relevant local staff on performance issues and hands-on problem solving on specific issues. For example, if a local area has been failing a particular measure, we will follow the chain of events that lead to this reported outcome to determine whether the cause is a breakdown in the reporting process or whether it is a lack of service provider performance.
- Jointly develop a set of recommendations for corrective action to address the performance issue or issues that were identified during the data analysis and the visit to the local area.
