Enhancing Performance Outcomes for WIA Adult and Dislocated Worker Programs
This training program consists of three interactive modules that are designed to be delivered back-to-back over a 1.5-day period or in installments. The target audience for this workshop is program managers, supervisors and frontline workers of adult and dislocated worker service providers. It can also be tailored to policy makers, such as state staff and local WIB members and staff.
- Module 1: Understanding the Adult and Dislocated Worker Program Performance Measures. This part of the workshop is designed to help participants understand the nuts and bolts of the adult and dislocated worker measures—what they are, how they are calculated and what strategies can be used to enable everyone serving adults and dislocated workers to improve performance. Recognizing that the measures are complicated and time sensitive, workshop information and activities are designed to help simplify the measures and make them more user-friendly.
- Module 2: Performance Issues to Consider During the Lifecycle of a WIA Adult/ Dislocated Worker Participant. The decisions made by everyone in the WIA system affect performance measures—program managers and providers, front-line workers, MIS specialists, WIB's, and WIA partners. Building on the understanding and knowledge generated in the first session, participants will learn more about the importance of collecting and using information to inform decisions in four key areas that affect performance during a youth's involvement in WIA—intake and enrollment, program participation, exit and follow-up.
- Module 3: Strategies for Effective Program Design and Delivery. The design and delivery of adult and dislocated worker programs can positively or negatively affect performance outcomes. This session will include ideas for designing services and activities that add value, providing comprehensive services, developing collaborations, ensuring effective provider capacity and managing the overall systems. In the session, we will also discuss practical ideas for recruiting, developing service plans, building relationships, connecting with employers and postsecondary education, providing retention and follow-up services and offering activities that lead to credentials.
